The Northwest Collegiate Rugby Conference has decided on disciplinary action for three participants in the recent Palouse 7s, held Saturday at Washington State University. Boise State player Oscar Ramirez received a red card for a late tackle. After further review of the incident, Ramirez was deemed to have acted out of inexperience more than malice, and will not receive any further disciplinary action. Max Narewski of Central Washington received a red card as the result of a possible “tip” or “dump” tackle. Further review of game film could not determine whether the tackle was actually a dump tackle. The red card was upheld, but Narewski will not receive any further disciplinary action. Central Washington 7s Head Coach Tony Pacheco was also red carded for his arguing of the call on Narewski. Because Pacheco entered the field of play (NOTE: the NCRC report said Pacheco pushed aside efforts from the assistant referee to prevent him, and we reported this, however this appears to be incorrect). Pacheco was found to have “undermined the integrity of referee Brian Greenwood, and the integrity of the result of the Cup Final of the Palouse Open 7s.” Pacheco will be fined $100 (payable to the Pacific Northwest Rugby Referees Society), and must write letters of apology to Greenwood, opposing coach Adam Roberts, and to the tournament. He must do these by October 19 in order to be eligible to accompany his team to the NCRC 7s Qualifier on October 20.
