New Club 7s Eligibility Regulations
Sevens - Club Sevens

USA Rugby has made changes to its eligibility regulations for rugby sevens in order to advance the Olympic version of the game and make it easier for players to participate in sevens programs.

Rule Changes (Effective May 25, 2011):

Players may form and join any sevens club, regardless of their fifteens affiliation

A club may be registered solely to play sevens

Players may transfer from a fifteens club to a sevens club and transfers can be denied by their club for outstanding financial issues or disciplinary matters with their Territorial Union (TU) or Local Area Union (LAU)

For USA Rugby Men’s and Women’s All-Star Sevens championships, players will be held to that TU in which their sevens club is registered

For the USA Rugby Men’s and Women’s Club Sevens Championships, at least 10 players on the roster must meet National Team eligibility standards

For the USA Rugby Sevens Men’s and Women’s All-Stars Tournament, all players must meet National Team eligibility standards

Players may register with any sevens club, but may not play in any qualifying tournaments for any other club during a USA Rugby qualifying match

The changes were approved Wednesday by the Rugby Committee with the additional aim of aligning USA Rugby’s eligibility guidelines with those of the International Rugby Board while simultaneously increasing the competitiveness of domestic sevens competition.

National Team (Women’s and Men’s) Eligibility Requirements

Per IRB Regulation 8 a player may only play for the USA National Sevens Team if the player:

Was born in the United States; or

Has one parent or grandparent born in the United States; or

Has completed thirty-six consecutive months of Residence in the United States immediately preceding the time of the event; and

Has not played for the senior National Sevens Team of another Union; and

Meets all the other IRB standards for National Team Representation

Tam Brackenridge, a member of the Eligibility Committee, spearheaded the changes and noted that the more sevens opportunities available to players, the better.

“We want to make rugby sevens its own entity,” said Brackenridge, saying that in terms of administration, both fifteens and sevens should be accessible and one shouldn’t trump the other. 

“These changes allow teams to get up and going right away and make playing sevens friendlier and also more competitive.”

Clubs already registered for the 2010-2011 membership cycle to not need to re-register as a result of these rule changes.  A newly-formed club that plays sevens exclusively will need to register just as any other club would.

June 15 is the club registration deadline for the sevens season and July 15 is the deadline for players to transfer.

USA U20s Set for Russia
National Teams - Age-Grade Men

USA U20 Head Coach Scott Lawrence has made three changes to his team's starting lineup to play Russia Saturday in the Junior World Rugby Trophy in Tbilisi, Republic of Georgia (webcast at www.irb.com/jwrt/ at 8am Eastern.

All of the changes are in the forwards, where Lawrence brings in prop OJ Auimatagi and hooker Drew Ohmann for Chuck Koehler and Patrick Latu. And in the back row, blindside flank Tim O'Hara replaces Alec Gletzer.

The rest of the starting 15 remains the same. Latu and Koehler go to the reserves bench. Lawrence makes one more change, bringing in Sean Carley as a sub back five forward.

Weir Pleased with MARFU Women Win
Clubs - All-Stars

The Mid-Atlantic women’s all-star program started its new three-year plan with a nicely-taken 33-22 win over the West Friday at the Women’s All-Star Championships Tier II in Chula Vista, Calif.

New Head Coach Bob Weir has been adamant that the program focus on player development, and said he hopes to get more players involved and playing more tuneup games in a true all-star season.

This year he ran the players through three camps, and worked hard to instill a team ethos. Overall, it worked, as the Sharks ran out to a comfortable first-half lead and held on to win.

“The second half was a lot like an NBA All-Star game,” joked Weir. “A lot of exciting play, but most of it on offense.”

Thus the coach hinted strongly he’d like to see more offense.

Good performances came from all over the place, especially, though, the halfback combination of Eli White (of DC Furies and player of the game as scrumhalf), and Sam Pankey (James River) at flyhalf, who is still relatively new to the game but athletic and smart.

Up front, hooker Rachael Primo (NOVA) was outstanding.

“We met to discuss individual goals and we wanted them to make a statement and say ‘I will’ do such-and-such. Rachel hit all of those; she said ‘I will’ and she did,” said Weir.

The secret weapon for the Sharks may well have been Jackie Melsopp of Severn River. A yoga instructor by day, Melsopp ran the team through a well-received session after their flight across the country, and Weir said it did wonders to reduce jet lag and help the team relax. On recovery day Saturday, Melsopp will be tasked once more to help repair body and mind.

“I am just juiced with the type of athletes we have and what we can do,” said Weir, whose team faces the South on Sunday.

Young Navy Squad Announced for CRC
Sevens - Collegiate Sevens

Navy has released its roster for the Collegiate Rugby Championship, and it's led by Sean Rohrs. Navy's No. 8 15s, Rohrs is very strong with ball in hand, and he'll be one of the toughest one-up tackles in the tournament.

Seamus Seifring is one of their other outstanding back rows.

Matt Arnsburger is one of their most dependable backs and a likely goalkicker.

The Midshipmen are fielding a very young team very young team because several seniors are awaiting impending deployment.
