			<description><![CDATA[HMK1958, As a player on a team that is in the round of 16 for D1 5 years in a row - I can say this --- BRING THE BEST ON...If you want to claim the title of National Champion then you have to beat the very best. However, is it fair to the players on the sqauds that get the team to the playoffs through hard work and effort to be set aside as RSL players step down, once they are out of contention? This is the poor form that most complain about. As a starting player for the 1st XV, I would refuse to step down to play in a 2nd XV championship if my club were in that role. I have far too much respect for my teammates that earned that right to compete in the championship event.]]></description>

			<description><![CDATA[usa rugby has destroyed all the stepping stones for players to move from D1 to the eagles. Comparisons with tier 1 countries is a joke , lets look to see how to properly run usa rugby. D 1 clubs only have the national play offs to shot for, there is nothing else , their players are never looked at , they are told to go play in the RSL if they want any chance to be looked at. So why not protect those teams from the lions etc dumping all their players down? and what about the true d 1 teams that were pushed out of a chance of playing in the nationals by the lions and barbos? anyone going to call them up and say off you go? The lack of Structure and flow is what has caused this.]]></description>

			<description><![CDATA[According to the USAR rules, a player can be eligible to play US National Team but would be counted as a non-US player for a domestic club championship. If a player is eligible to play for his National Team why is that player considered a foreigner in domestic club championships? "Players must meet all of the General Eligibility Regulations and the IRB requires that any player may only play for the National Team of the United States if the player: a) Was born in the United States or b) Has one parent or grandparent born in the United States, or c) Has completed thirty-six consecutive months of residence in the United States preceding the time of the event, and d) Meets all other IRB standards for National Team Representation."]]></description>

			<description><![CDATA[I agree that non-US players who come in for a few months should be limited as there is little development value for US Rugby. But players who have Cipped for multiple years with their Club should be counted as US players. Many people work on visas in the US for many years without ever getting greencards. US Passport and green cards are the current USAR standards.]]></description>

			<description><![CDATA[@Sevens - Not to mention that even among players from Tier 1 countries it doesn't differentiate between a high level player who was brought in for a couple of months and some lower division schlub (mea culpa) who came here for grad school or was transferred by his company.]]></description>

While some might come up with reasons to limit Tier 1 Rugby Country players (tri-nations and 6 Nations), it makes no sense to restrict players from Canada or Mexico who have been CIPPed with the their Clubs for a few years.]]></description>

			<description><![CDATA[Changing rules mid-season is poor form. Rules should be locked in before the competitive season begins and not changed until the competitive season ends. By being poorly organized, the Competitive Committee and USAR is showing no respect for the dues paying Member Clubs and all of their efforts. On the rule itself - it is silly. Clubs should be allowed to play the best players in whatever Division they want. Do D1 Clubs want to compete or not? So what if you don't win a D1 National Champinship in the #16 ranked country in world. D1 Clubs should want to play the best possible opponents and step up their game. The rule is also poorly written. If a D1 Club has a player playing professionally in Europe who returns to his home D1 Club, he would be allowed to play in D1 playoffs so long as he was CIPPed. But if he played in Super League for two games he could not play.]]></description>
