Processes need to be implemented to ensure that D1-AA has up and coming teams and stagnant more established teams in it and D1-A has only the most competitive teams in it. That will eliminate this non-sense in the future and increase the integrity of the college game.

The teams that quit D1-A to participate in the varsity cup should all be in D1-A. There are a few other teams that voluntarily dropped down to D1-AA the year before. That's the problem. As long as USA Rugby allows teams to compete wherever they want to compete without any sort of qualifications or standards then there will be teams that are happy to take the low road in order to practically be guaranteed to make the playoffs. USAR apparently assumed that teams would want to play the best competition available (a reasonable assumption). It looks like the path of least resistance is a powerful motivating factor for some college teams. It's the administrators who are making these strange decisions. I'm pretty sure that few, if any, of the players at CAL, Navy, Utah, etc... would choose to give up playing top competition, and potentially a shot at a national championship, in order to win a trophy in the Varsity Cup.

Just saying Rugby Mags all divisions top 25 has 11 DI-AA teams. That's almost half. Makes one wonder how diffrent DI-A and DI-AA really are.

No, it means that the handful of D1-A teams who are playing down in D1-AA will win a lot of blowout games and meet each other in the playoffs (or will play a private post season for the "prestigious" Varsity Cup). What a team did in the past is history. It's what they do now that counts for the 2013 D1-AA and D1-A competitions. Whoever wins the D1-A National Championship is the undisputed national champion. Whoever wins the Varsity Cup... well, they win the Varsity Cup.

If you go back only 5 years you would see that 8 of these teams were involved in the DI USA Rugby Collegete National Championship. That is half of the 16 teams that went to Nationals. Does this make DI-AA a better or as good as DI-A?
