In the EPRU either ESU or Rowan should move up. WCU got buried by a bunch in the fall and have scheduled D2 ans D3 teams for the spring. Since Rowan won the EPRUs then they should move up after the spring playoffs.

The teams in East Penn are Temple, St Joes, Shippensburg, Millersville, West Chester, West Virginia, IUP and I believe Pitt. This league is set to play this fall. Sounds like West Chester might be dropped to D2 so the next team in would be a current EPRU D2 team.

@ Walter So is your suggestion that the committee should just take a guess at who the at-large teams should be and give them an invite months in advance before any games are played? Sure, that makes alot of sense. If a team doesn't want or can't afford to accept the at-large bid, they can decline.

I hope Dartmouth finishes 2nd in the Ivy League, gets an At Large seed in the Stanford bracket instead of playing in the bracket they're hosting. That would be classic! I just hope those in charge of this mess are close to releasing an improved plan for next year for all divisions as fall leagues are finalizing their schedules already. A mistake is just a mistake, but if it is repeated, there's no excuse for it.

Luckily airfare and hotels for a rugby team are really cheap and easy to take care of, otherwise the at-large teams might be getting really screwed by USA Rugby not releasing any info in a timely fashion.
