Unfortunately Santa Clara didn't play anyone in Div I-AA in a non-conference game. They played 1 men's club and 2 games against Div I-A teams that don't count. There only non-conference game that did count was a Div II team. Hardly the resume of a team that deserves an at large seed. @mcgurk - All 3 of those conferences have 7+ teams. In yr 1 of the restructure, conferences were given an exception to have a max of 2 Div I-A teams join their conference as long as their games counted in the standings. The difference with NorCal is they have a grand total of 4 teams. They even lied when applying to become a conf, by saying they had 7 teams.

@ mcgurk70 you're right. Screw the rules. Let's do whatever we want like that coach at UC Irvine that plays guys not enrolled at the same university. Who cares? ESPN? NCAA? Campus Athletic Directors? Sponsors? No way!

Dear "Rules": If USA Rugby excluded those schools with less than seven (7) teams in their D1-AA conference, it would knock out all of the schools in the following conferences:
Heart of America Mid-Eastern Eastern Pennsylvania Since, for example, there are only six (6) teams in the Mid-Eastern conference, do you really want to exclude a team like Davenport from being eligible? I don't think so. Santa Clara and Sacramento State played very tough schedules and they both deserve strong consideration for the at-large spots. They earned that on the pitch.

Good results, but lets keep to the rules and have only eligible conferences put teams into the D1-AA round of 16. There is only one reason why the D1-AA conference in Nor Cal does not have 7 teams, and that is because teams would rather play in lower divisions. You have teams like Cal Maritime moving from D2 to D3 after going to nationals in D2 a few years in a row. Teams like Santa Rosa and Sierra not moving up from D2 to D1. You have big campuses like San Jose State not getting their act together to compete. And you have the folly that is Cal wanting in. The territory doesn't deserve a spot in the round of 16 unless they get their act together like the rest of the conferences and get 7 teams.
