That rule had never been enforced (as evidenced by all of the DI teams in southern Florida that dropped to DII with no punishment). Rules need to be applied uniformly, which is all Krewe was asking for. Krewe did not wait to express their wish to remain in DII for that season (as many other teams had historically been allowed). They were on the phone that night (while the meeting was actually in session) making their desires known.

Anticipating the next argument (Krewe didn't "agree" to move up to D-1), I note the South's bylaws at the time gave the South TU the authority to divide its member clubs or teams into groupings or leagues ot compete for championships in D-1 or lower divisions (in the South bylaws, Section VI league competition, at subsection A league play, Section 1). The South amended Section VI of its bylaws after that (after Krewe and Old White pulled out of d-1 last year), to provide specific sanctions if teams pull out of a division after they are set, including automatic relegation of the club to D-3 only, the club not being eligible for any USA Rugby playoffs for 12 months (so not just 15s, but also 7s, etc.), and also possibly additional sanctions at the South's discretion (suspension of the club for up to 12 months, fine of up to $1000).

Mr. Bennett, here's the link to the minutes of the 8/14/10 USA Rugby South general meeting where the D-1 lineup was set for the 2010-11 competitive season, to include Tampa Krewe, Old White, Renegades and Boca Raton (see bottom of page 3 re: decision on D-1 teams): http://www.usarugbysouth.com/wp-content/uploads/2009/04/USARS-2010-August-14-Special-Meeting-Minutes.pdf A D-1 schedule of home and away matecges among these four teams was later adopted and circulated, and it wasn't until November (after the first South D-1 matches had already been played) that word came out that Krewe (and then old white) wanted to drop down to D-2 (leading to the "format as subsequently changed" comment added in the minutes).

That is incorrect, Tampa Krewe were in D-1 last year (2010-11 competitive season) with D-1 matches scheduled against Boca Raton, Old White and Renegades, and Krewe pulled out after D-1 matches had been played.

Tampa Krewe pulls out of South D-1 midseason two years in a row, how does that happen after the penalties the South imposed on Krewe and old white for pulling out of D-1 last year? Oh, wait, the South didn't take any real enforcement action last year (or it appears yet this year), so I guess one can expect this to become an annual event...
