Norwich is fine remaining in D2 because of the size of their school, and if they want to continue playing games with little competition. The imbalance comes from their varsity program with a full recruiting budget and admissions slots. Norwich has built a good program; women's rugby will improve when other schools push for similar support to their programs, even if not varsity status.

As Bobby Bowden once told Lou Holtz after a game between their two schools where Lou complained that the score was quite disproportionat e, "You can only coach one team, Lou." Norwich has barely 600 undergraduate females. They play many of the DII schools in other sports. Seems logical they would remain aligned w/their other sports teams. Norwich has an exceptional coach and ladies who "buy in" quickly to the program. Though they have yet to win a national title, even if they had in every year of their existence, I am not sure they should be "forced" to move up. Thankfully, U of Pittsburgh did not read your post last year when they beat Norwich at the Cherry Blossom Tournament. Shouldn't sports be about embracing a challenge head-on rather than removing competition to "balance" your scale?

Why is it that Norwich is still in D2? They dismantle teams every season and aren't forced to move up? Isn't it a little unbalanced?
